A week has passed since the Joker's reign of terror raced through Gotham, leaving the city in a near frenzy. The Joker has been apprehended and secured in Arkham Institute to await trial, refusing any legal counsel with plans to represent himself in court. Though the Batman was able to stop him from achieving his goals, he failed to stop the Joker from corrupting Gotham's White Knight, Harvey Dent. Driven mad by the loss of Rachel Dawes as well as his own severe disfigurement, he set out on a crusade to bring justice to those he believed responsible for Rachel's death, leaving chance as the decider of their fates. The kidnapping of Commissioner Gordon's family lead to Batman's discovery of Dent's plans.
As Dent lay motionless on the ground below, Batman and Gordon came tot he realization that the fallout and harm to the city's morale would be horrendous if the people came to realize that their White Knight had been reduced to nothing but a murderer. Hoping to avoid these effects, Batman managed to convince Gordon to cover up Dent's crimes and blame them on him. Reluctantly, Gordon agreed, issuing a manhunt for Batman. The following week was filled with a grand scale search for the man, but no traces have been discovered. He seems to have disappeared into the night, never to be seen again.
With the focus off them, the Gotham underworld has fallen into utter chaos with the massive power vacuum caused by the arrests and murders of numerous mob figure heads as well as the loss of their bank rolls. As a result, gang wars of unprecedented violence have erupted throughout the streets of Gotham City s rivals fight for the future of the Gotham underworld.
Due to the death of the accountant Lau, many cases against the imprisoned members of the criminal underworld have fallen apart. Soon, these men will be back on the streets. However, all these cases pale in comparison to the awaited trial of the Joker, who awaits the district attorney to create a watertight case against him.
Elsewhere, Bruce Wayne maintains his public façade as he attends memorial services for Rachel Dawes and Harvey Dent. He finds himself confronted with the question: was he responsible? As he tries to come to terms with this, he has decided to lay low as Batman, licking his wounds and waiting for the heat to die down. But he may have his work cut out for him as an aggressive officer in Gotham's Major Crime Unit plans to embark upon his own crusade to apprehend Batman once and for all and within the city, new evils are beginning to stir.
